Have you tried to reinstall PES2009? I mean you dont need to format you PC because of it. I dont think it's the OS problem, or you might have lost some files from PES2009? so I recommend to save or copy all your Konami folders, so you don't have to worry about it. Then RE-install the game. Should work. Please let me know.
