I wouldn't say sole purpose. It's to slow down anything with a melee based attack that can move faster than the Player Character.
This is mainly:
Deathclaws Yao Guai Albino Radscorpions Feral Ghoul Reavers Super Mutant Behemoths Pitt Slaves (assuming you didn't kidnap Marie.) Trogs Brawlers, Creepers, Scrappers, etc. from Point Lookout
But we're getting off topic.

Due to limited ammo capacity, the Alien Blaster is considered a collectible. Use it in a tight spot, but for no other reason. If you have Mothership Zeta DLC, and find all four ammo stockpiles, then you can be a bit more free with it.
However, if you're taking the time out to get the Alien Blaster, you might as well grab the Firelance. Does the same damage, but has the chance of setting the target on fire.

The Alien Blaster is near the "Crashed Anomoly."
Head west from Greener Pastures Disposal Site and you'll pick up a radio signal that will strengthen as you get closer to what is a crashed alien ship. Circle around to the front of the ship, and you'll see an alien's body. Near him is the blaster, and ammo for it. The FireLance is dropped from the sky (supposedly a supply drop for the alien who died in his crash). You can find it during a mini-encounter.
As for the location of such encounter, you might want to look here.
It's worth the trek though. It has a 100% critical chance, and will set your opponent on fire.
Once again, it's a collectible, so use it sparingly.

Any ranged weapon is good. However, if you have Operation: Anchorage, why not use the Guass Rifle? Same zoom, knockdown on Critical Hit, and more damage per shot. Reloading is the only problem, but from range, you should have plenty of time.

ya but the guass rifle takes to long to reload so if u miss that gives the death claw more time to get to u and if ur fighting multiple ones its not the best one for your speed or accuracy unless u aim but that slows u down
