I hate to say it, But if your opponents have high-level units before you, that doesn't mean they're cheating. I played a few online games, and in one 3 vs 3 match (I was playing on the German side) it took only about 5 minutes for one of my teammates to get two Panthers. Fastest I've ever seen them appear.
You are right Thrawn. Those are usually players that seem to play the game professionally and enjoy doing it.They have some strategies developed that seem to work.

Yeah. And what about those people who earn a living doing NOTHING but play Starcraft? I'd give a couple of fingers to be THAT good at RTS games.
The games are skewed to people who have achieved higher ratings and rank because strategy cannot give you panthers that fast, your resources just do not accumulate that fast. They only increase if you have secured all the victory points and most of the battlefield. You get rewarded for your rank and rating, therefore it is not really a fair game. You have to constantly seek out lower ranked players to achieve a higher status. BTW, who can wait for the new Starcraft game?
I don't think CoH online has a rank-based thingy that gives any advantage to those who have more wins. I dunno, I don't play online that much. Because it's a strategy game, it simply wouldn't make any sense.
Also, Victory Point Control battles are not the only ones you can play in CoH.
I played a LAN game with a few friends and tried to do the whole light-speed tech ladder climbing. I got one Panther in about four and a half minutes and one of my teammates nabbed the second and third before the 10-minute mark. It's hard, but it can be done.
