I think there is a kid in Lamplight that will sell you a plasma Rifle for 250 caps but if you have the kid at heart perk ( I think that’s what is called it allows for unique dialog with children) he will just give it to you

For a laser rifle, it's good, precise, and can be used for extreme range, as there is no spread. However, it does less damage than Ol' Painless or Lincoln's Repeater, with the same spread, so only rely on it if you are out of .32 rounds or .44 magnums, or if your Energy Weapons skill is much higher than your Small Guns skill.
