go to the medical pavilion and go in that one area where you get the shotgun the first time. there should be a room around there with a doorbell next to the door but if you haven't opened that door yet use the telekinesis plasmid and get the key from the inside, you should be able to see it from the window. when the door is able to open keep pressing the doorbell about 10 times, go into the room and look to the left, there should be splicers that match the amount of times you pressed that button, electrify the water and enjoy the things they drop make sure you don't press the bell to much at one time though, the game will freeze if you do
