Even though the game is still GFW LIVE on Steam the DLC according to Microsoft today will not be able to be used on Steam copies of the game. Only retail bought Games For Windows LIVE copies will be able to use the DLC which will be bought through the GFWL Marketplace that Valve will not support.
Obviously this could change in the next month. But right now the DLC won't work on the steam version.
