by hemlets you mean power armor helmets? and by war suits you mean power armor? do the main quests untill you are admitted into the citadel, there you will find one paladin who can train you.. just ask around

thats the easy "and boring" way as it is much more challanging to carry around the tesla power armor, untill u reach the citadel xD i remember i was so overjoyed when i knew where i could learn to use it

you get it when you get access to the Citadel (otherwise known as the Pentagon. 6th main quest.
