If you type in "boolprop testingcheatsenabled true" in the console while you are in Neighbourhood mode, then go into the lot, shift-right click your mailbox and select invite all neighbours. Do whatever your evil heart desires to finish them off. Starvation works damned good =)

They come out at night..downtown mostly at the crypto night place...and to become a vampire simply become really good friends with them and eventually they will bite you
