hey you get your console up just cant see it because its off the screen. if you write some letters they should appear on the left. dont worry just type in whatever codes you want end press enter

To make the the console visible in the viewable area in XP in 1280x1024:
Go to your Fallout.ini in My Documents\My Games\Fallout 3
Under the [Menu] heading, make the following changes: iConsoleTextYPos=940 iConsoleTextXPos=200
Then, make the same changes in FalloutPrefs.ini (Just to be safe).

While it could very well be that your suggestions here are correct (cant really say cause i havent tried this particular console) the use of ~ is really annoying for us with norwegian keysets.
To illustrate: Alt + key + Space to get the ~ key to show just now.
This often means that for various reasons the ~ key just dont work for getting consoles up.
Usually you can set what key opens the console window though, and you can probably do so here too. Try that if all else fails

alot people have the no console problem (the console positionings seem to be set for a widescreen monitor) the key is ` with the shift of the key being ~ (on a US standard 101/104 keyboard its above the tab to the left of the 1, and below escape)
