You put it in your C:\Program Files\Bethesda Softworks\Fallout 3\Data folder or wherever you installed it to.

ok did that but didn't notice any difference in speed...

I just do setgs fmovermult 7 in the console and i'm good to go. Fast travel is a good way to miss out on all the neat random things that happen (like that UFO exploding overhead), but running is sooooo slooowwww.

tmm 1 + fast travel = fastest way of traveling lol

For moving around, maybe. For quests, there's a command that takes you to the exact place you need to go to next.
