I did some snooping around on the net, and I found a fix to get the console to appear for Vista users.
Apparently, Vista comes with drivers for an IR receiver. These drivers, even if you don't have a remote, interfere with the console somehow.

It's the ITECIR Infrared Driver interfering. You have to uninstall the driver in order to use the console in games. It's in the device manager under Human Interface Devices.
I just tried it out and the console appeared.

I am running vista 32 on my main and vista 64x on my laptop and console commands work just fine, apears bottom left everytime not had to adjust anything. Thought i better post just incase its something non vista related,

I have a 64-bit and 32-bit systems both have IR devices.
my 32-bit system have an external IR that its driver caused consoles not to work until i detached it from the pc.
my 64-bit HP with internal IR, has no problems with driver/console conflict.
guess it just depends on your IR device if it conflicts or not.

Thanks man it worked great i can use the console now and its a huge relief. I was about to go return the game and pick up the xbox copy.

it depends on your screen size. on 1280x1024 it seems to never show up. but on 1280x960 or 1024x768 it works fine.

from what I've seen, screen size doesn't matter.
The console itself was inaccessible for whatever reason.
