I did "gain 1000 XP" but I don't understand this note:
"you will find that your XP has increased by 1000. You will not level up if you pass the level threshhold unless you are out of Vault 101 and you do something to create at least 1 XP point normally (i.e. kill something)"
What does it mean by "passing the level threshold?" Does the game limit us to a certain level for part of the beginning until we get out of the vault ? Or can we be like lvl 10 in the vault itself (beginning of game) ? What is "level threshold" or is that just a way to say the screen that says "LEVEL UP!" passed already before we activated it?

OK. Did some serious testing.
I kept adding 1000 EXP to 15000 exp points / 1200 current.
I wasn't getting LEVEL up but was naturally near the level 3 threshold (1500 i think). I killed normally..like 1 or 2 things..and it just went: LEVEL up..and kept doing that until the EXP expected became more than what i had
If anyone can still explain "level threshold" bar better, it would help. I know its a bar...shows exp needed with arrow towards a level..but yeah..not sure

I guess they mean the amount of XP you need before leveling up. So if you get enough XP (1000 XP option) before exiting the vault you wont level up (until you're out of the vault).
But just a guess as i'm using the console cheats.

basically you can't level up in the vault so don't bother trying.
you can't do any of the level up stuff until your safely outside of the vault and into the wasteland

Yep, it's a progress bar for the level up. So it ( the arrow that pops up irc) will ofcourse move when you gain XP from quests and killings
