well im at 88% at the part where you have to meet reuben at the Marina Bar, only the bar will not open, there is no "hand" on the door, I have tried reloading the last save and going to the bar without any cheats on, same thing? WTF?

yea it would be great to get like a 90% save from some1 to bypass this bug, if thats what it is

Maybe the bar is open at evening to night only?

no I tried it, I even jumped on the roof and looked inside through a window, no1 is even in there!

I had a similar glitch where I apparently had a mission at UFLL HQ but there was noone at the door; to fix it, I just nuked the entire town, got out of there, went for a busride out to the sticks and back, and voila, solved. Give that a try.

Catch the bus from just north of the Marina to the main town (can never remember the name), just lob grenades or something, just antagonise everyone in there, then "escape" by catching the bus back to just above the Marina. Go to Marina, see how you go.
