I was told if your cpu can play crysis at max settings it can play anything at max. Is this statement true? Also, can someone tell me what specs are needed to play at maximum?

You need a very fast computer to play this game smoothly, I recommend the following:

Intel Core 2 Quad Q9300 Overclocked from 2.5GHz to 3.0GHz
    4GB DDR2 PC6400
    Zalman CNPS-9700 LED CPU Fan
    Asus P5N-D Motherboard
    500GB Western Digital Caviar 7200RPM
    Dual 512MB ATI Radeon HD4850 CrossFire X

Only cost $1,500 and plays Crysis at a smooth 30 FPS on very high settings at 1680 x 1050 on 20" LCD

You have to look at price/performance, not everyone is rich. Your system cost about $3,000 which is doubled of my $1500 rig and the most expensive rig I sell is the following:

    Intel Core i7
4GB Corsair Dominator DDR3 PC12800 with Airflow Fan
    Asus P6T X58 Motherboard
Dual Water Cooled Overclocked 2GB GDDR5 ATI Radeon HD4870X2 Quad CrossFire X
Creative Labs Sound Blaster X-Fi FATAL1TY
Dual 300GB Western Digital VelociRaptor 10,000RPM
    Dual Blu-Ray/DVD/CD Burners
Logitech G5 Laser Mouse & G15 Gaming Keyboard
    Bose Companion Speaker System

This system plays Crysis at over 150 FPS on very high settings on a 22" LCD
