Simple... The information on the objectives screen tells you where that crime boss is located.You send some minions to that country to plot.After a while you shold find an new act of infamy.Complete it and send your minions home.You will see that alongside your minions that crime boss is coming.
Do that for all three crime bosses and the next thing you know... OBJECTIVE ACCOMPLISHED
