Wala! It was easy to track down the values as floats in CoSMOS, and as soon as I set it to 99 and found another spare part, I unlocked all vehicles in the shop.
I'll upload the save if 'ne one wants it to see them all. It's right after the [SPOILER]Failed Attempt on Salano's bunker[/SPOILER] so you can choose to help the Chinese or the Americans- Err, I mean, allied nations.

Start up the game...
Open CE up, click the flashing top-left icon, click "windows" and click on "Mercenaries 2" when you find it. select "float" for value type, alt+tab back to the game then press F1, and look at your current amount. Search for it's exact value, then go back to the game and find another spare-part kit, and search for the last value + 1 using "next scan" and not new scan. As in, 22 to 23. Repeat this until you get down to a single (Or two or three) value, double-click the value on the left menu (where it's been giving the search results thus-far) and it should appear in the bottom menu. On the bottom menu, go to the far-right space where it has your current kit number, then double click it (make sure you click the number and not "float" or something else) and change it to 99, then go out and find another kit.
Uh, yeah, I hope that makes sense. Never really wrote a tutorial-thing before ^.^;;
