Just answer the kid's question don't bust his chops.You can find the mini gun when you bust inside the military complex in the deserts.This is a mission given to you by that agent dude and when you enter the complex after some time you'll notice a mini gun,but be careful you have to use the "full clip" cheat in order not to lose munition.The second way is after finishing the main storyline of the game to look in San Fiero above on the railway tunnels close to your San Fiero safehouse.Now this info might not be 100 percent accurate cuz I only found the minigun after I finished the story otherwise i think you'll be stopped by an invisible wall.

Sorry but yes you're right, you just go into an invisible wall (If it's the one on the bridge between San Fierro and LV we're talking about). This happened for me but I found out you need to unlock LV to be able to take it.
what are you guys on about i used the jet pac cheat on the 2nd island and went up on the train bridge to las ventures but you must unlock the trd island furst
