First you rescu Luigi in the Boos mantion some were on the top floor ther is a room with Luigi's Painting navigate ,fight King boo Open Luigi's door, then as Luigi go to the room with the Secrit Snow Area and mirrors there should be fire flowers on the pedistals snag one and go throu the mirrors and hop in to Warios Painting.
