it won't let me bring the console up because i have added the game test mode to make it true but it still won't let bring the console up
Try installing one of the patches that are available. I downloaded and installed one and the consol finally worked. You'll have to re-edit the Gen3.ini file to testmode=true again, but other than that you should be good to go.
