ive found a way!!!!!! jump on it and melee it until driver is exposed then simultaniously kill driver and press the X button and u can pilot it, it is awesome
one problem with that, it's RB to ge tinto the vehicle, break the hacth and melee the drivers helm off, get a carbine, battle rifle or handgun and hold RB in a spot where it doesn't say you cna board and shoot the driver in the head, you can do it with pretty much any gun but those are the easiest...

Wait does that really work? Have you tried it yourself or have you just seen it on a video?
it works, tried it and it's really easy, very fun to use too, as you can just hold down the fire button, also, it has an exit vehicle animation and a reticule for the driver, but not for the turret guy, that shows that bungie probably was going to make it a vehicle...
