well i cant find the Citadel: The Fan mission so i hope any of you who know the game can tell me how to complite it 🤔

The fan can be found in the lower markets.

The mission has multiple parts. You meet Conrad when you come back to the citadel after every few missions. IIRC you meet him three times. He's always in the same place - at the top of the stairs in the upper markets.
