Does activating rapid recovery (numkey 1) prevent the DNA Syncronization bar from getting augmented

Trainer rapid recovery and synchro bar

Does activating rapid recovery (numkey 1) prevent the DNA Syncronization bar from getting augmented when you complete other objectives like scaling viewpoints or saving citizens?

Just wondering... I'm about halfway done with memory block 4 and only have 12 bars default.
