First you need to find the iglo wich is on a steap ramp you can't get up. "SO" you have climb the big snowman and jump off at the other side of the ice pathway, keep trying and you will land near an iglo, but before you go in make sure you have the Blue "!" box.
To get to the blue "!" box you need to find a hole in the ice and follow the path to the blue "!" box. After you get it, go through the ice and quickly go to the star in the ice block up high. You need to do a sideward flip or backflip to get in it and get the star.
