A: NO. you can still reach 100% using cheats as many times as you want.

Q: Are these achievements permanently disabled?
A: NO. They are only disabled for that save while your playing. as soon as your game is saved the achievements are then enabled again and you can get them.

Took me a while to finally get an answer to this myself but i was glad when i did. still working to finish 100% myself. damn pigeons. lol

i couldn't earn achievements i used full health spawn heli pretty much all of em and i turnt xbox off then on.after that couldnt get clean the mean streets or the other 2 lose 4stars and 5mins on 6 stars i had to start a new game to earn them i had 17 crims killed killed 54 now still no achievement so i got the 4 star and 6 star schievmentsnow i have to get the clean the mean streets on the new game still



note also i dident save after i used cheats mayby the cause?

@Blazer1993: idk man. clean the mean streets is 20 criminals i think. and i'm not sure what to tell you. you should try saving manually and then trying it. the autosave doesn't disable them you have to manually save.

@Inferno101: you have to do 10 counters in 4 minutes. in one of the first missions where you beat up the guys beating roman it teaches you to do that.

Complete 10 melee counters in 4 minutes. 15
A counter is performed in a fist fight by pressing to dodge when your opponent attacks you, then following up with to make your counter attack.

The most important part of this achievement is timing. When your opponent swings at you, quickly press and hold to dodge their attack, then let up and press down to counter them while their arm is still extended in attack position. Complete 10 of those within 4 minutes. They can all be done against the same opponent, just don't attack them after the counter, and they should live long enough to survive 10 of them. If they don't, quickly run up to someone else and punch them to engage them in melee combat.
