You have to complete all Brucie's car missions via email first, then he gets his friend Stevie to send you more requests via text message. You have to have all islands unlocked before you can do Stevie's missions.

Ya but Rockstar doesn't want you to use the big rigs but at the same time they don't want to make fake looking factories.
