i got mine locked ._. is there anyway to get them unloced at all?

cause this is really bothering me

That's what happens when you cheat.

A new game might let you get them but I don't cheat so I really have no idea.

i guess you have to delete and start over,haha

thats why you do the 4 achievements before cheating.

you have to start a new save file to get them.

What 4 achievements are those and why 4?

i thought you had to get all the achievements first.

that's why i suggest get all the achievements you want and beat the game then go back and have fun with the cheats

Reward: 20 Points
Objective: Capture twenty criminals through the police computer.

i think i can live without those achievments but if your looking for points you should complete them i guess...
