The mod does not work on my computer. I followed your instructions. I added the mod name in the target. The dev command works and I can play user made maps.
Well, there are a number of things to check to make sure things are in proper order.
If you are playing version 2.300, then it will not work simply because Relic (the developer) broke the game with that patch. I know from first hand testing that versions 2.202 and prior as well as 2.301 do work with the -dev command.
Next, make absolutely sure that in your Company of Heroes folder, located at the default:
C:\Program Files\THQ\Company of Heroes
contains these files from the Ewiger Krieg download:
Ewiger_Krieg
Ewiger_Krieg.module
When you unpack the Ewiger Krieg download, you can simply copy/paste them into your main folder.
Once they are placed into your C:\Program Files\THQ\Company of Heroes, then in that same folder, look for the RelicCOH.exe file, right click it, and choose
"Send to -> desktop (create shortcut)"
While looking at your desktop, right click the shortcut you just made and choose properties. In the "Target" box, copy/paste this into the box exactly:
"C:\Program Files\THQ\Company of Heroes\RelicCOH.exe" -modname Ewiger_Krieg -dev
I just tested those instructions my self on version 2.301 and it works perfectly.
If for whatever reason that doesn't work for you though, try downloading Corsix's Mod Studio (it's totally free)

With that pulled up, choose:
"Load COH/OF Mod"
Then in the file prompt click "Ewiger_Krieg.module", and then Open.
It should take just a couple seconds to load up the mod, if it does not load the mod and/or you get an error message then you have it in the wrong place and that is the source of your problems.
Once you have the mod loaded, on the top bar, click the "Play" drop tab, and check "Run in Dev Mode", then click the drop tab again and choose "Play in COH/OP".
