There is supposed to be a way for singleplayer to get all the unlock weapons by going to the unlock.py file and then editing the right line (forgot exactly)
But they are all 0's and you change them to 1's and you supposed to get them but it doesn't work...
I have Battlefield 2 complete collection, and instead of like 7 unlocks there are like 14...not sure if that affects anything...

I haven't found editing unlocks.py change to have any effect on the game. But editing the objects_server.zip file does. Extract your objects_server file, right click and select Properties of the entire objects_server, and un-check Read-Only. Click OK. Then enter Kits -> [select your faction] -> [select your soldier type] -> [scroll down to bottom of file], change ObjectTemplate.unlockLevel x to 0. Save the file. (There might be two instances, which means you can upgrade to the next kit set, so you can edit the second instance the same way as the first)
