The 911 Turbo is the only car that can driven flat out at Nevada C without going airborne. A stage 3 911 turbo can run Nevada C in about 3 minutes, and a stage 4 911 turbo can run it in about 2:50. Although you pass the AI quickly in the speed event, they get a big head start in the top speed events, and you have to pass carefully. I made a video of a Nevada C run just under 2:50.

Odd, I've always hit some ramps and gotten massive hang times when I had a Turbo for speed...
Maybe it was my tuning... or me... lawl.

Use a stock suspension for the 911 Turbo to keep it from going airborne. For stage 3 a stock suspension is enough. For stage 4, I use this setup procedure:
Speed 911 Turbo parts: all stage 4 but brakes, use full racing turbocharger, install stock suspension after tuning done. Tuning: shocks, springs, height +10, anti roll bars -10, steering +10, tire pressures +10, engine boost and nitrous +10, drivetrain default, install stock suspension.
