First, be sure to eliminate the two bases as you rescue troops from the torture cages. Once you get to the part of the mission where you are to construct your HQ building... Begin the building but stop construction before it is completed. Begin construction of a SECOND HQ building, and allow it to finish construction. This will NOT complete the objective, but WILL unlock the progression of buildings thus allowing you to take your time constructing a massive base and research all technologies. You can even build more HQ buildings up to your max and untill you finish building the first one, or proceed to far up either path into enemy terrain, you will be left alone to build up your army to full capasity before chooseing to invade further.
