Yes get the Dragon armor, complete guilds and do side quests.

I donot need the dragon armor ioredy have the crusaders armor this might sound crazy but can i become empror [and ihave all oblivion download including horse armor wich is very cool and both expansions]

You could download some mods for the game...Like The Lost Spires; it adds a whole new guild and questline to the game. And thats not the only one.

Go there and find some mods that suit your needs or find mods that are even longer and larger than Shivering Isles.
