Do what Ratchet said, then play and see if it works. If it does then install the mods one at a time and if the game does that again after a certain mod then never use that one again.

yeh, will try tommorow, but one was a exe, so i dont know what files it patched it was the Need 4 Dare V1.0 (Need 4 Dare V1.0.exe)
isnt there any way which i can get rid of the full game and all the files, and jus install it again, because i dont think its uninstalling it proper, because the cars that i had modded are still there, after a few reinstalls

After you uninstall the game, go into Program Files and find the San Andreas folder. Just completely delete that folder and everything in it. Then reinstall and it should be fine.

Well, then the only thing I can think of is to delete anything related to San Andreas permanently and doing everything over again. So I mean delete all the mod files wherever they are and SAMI if you're using it.
One thing to consider first though, how are you installing San Andreas? If it's from a real CD then I guess try the above, otherwise if it's a image you downloaded from the internet, maybe someone modified that image to automatically install mods.
Besides that I really can't help, sorry.
