no matter what i do tilde shift tilde control ETC. the debug console will not come up for me.. is there something else i am supposed to do??

Using a laptop and Vista? If so then go to the start menu>ControlPanel>device manager>keyboard>microsoft MCIR 109 keyboard and either Right click on Mouse and Uninstal or Right Click and Update. If you choose the 2nd option when a window goes up you click "browse my computer for software" and then when a bucket of stuff comes up choose "let me pick from a list of device drivers on my computer" then when the new stuff pops up click on 'HID-compliant device' and click 'next' (or simply double click it)and it should work.
