This might seem like a dumb question, but I can not get my aqueduct's to form a chain from the river

Aqueduct

This might seem like a dumb question, but I can not get my aqueduct's to form a chain from the river. This first one is in the water but it will not link to go onto land. Help!

You have to click it then hold it down and drag it.Or place the second one exactly on the first one and drag it.
