Far as I am concerned, it is bad programming on the developers part, or just too lazy.
The physics (physx) processing is actually done by the graphics card and not by the physx card so there is a 'conflict' between the two.
No wonder the game runs like crap when you put twice as much work on the graphics card instead of using the physx card that was designed to do the physics processing.

the only company to offer a physX card is Ageia and ofcourse, their card is only compatible with, you guessed it, their software.
which ofcourse, is costly for any developer to purchase and use in their game... so i ask you, WHY would a company spend more money on using the Ageia PhysX engine instead of just using the Unreal 3 engine (which uses Havoc) 🤔
which as far as i know is alot cheaper or even free... PhysX cards today are a complete waste of money because they only support the single software.

Then why does Frontlines install the Ageia software??
The 8800 series graphics cards had (some) physx built into them by nVidia, hence the reason why there is a conflict.
Oh yeah, UT3 uses Ageia too...

Also, browse the second DVD, in the redist folder, what do you see?? The Ageia software!!
