The AI seems to sit back and wait for me to attack even on "Hard Aggressor". Because I am using the trainer it may be detecting that I am too strong and decides not to attack me just wait for me to attack. and when I attack a planet the AI ships run away as fast as they can.
So how can I get the AI to attack me?

Same thing but the only AI that do attack me is the rebels (pirates)and man they love to do hit and run

You're right, The Pirates do Attach but the AI opponents don't.
Does anybody know how to fix that?

Christ I hate the pirates, damn blitz attacks. When setting up a game, you can set the AI's hardness via the 2 icons to the right of the AI's team, the first 1 is their status, "Aggressive" "Economic" "Random" and I think 1 other, the other is how hard they are. Goodluck.
On Economic the only time the AI will attack you is if they run into your forces.

After I took planets from the AI... they would take them back from me after a while... I don't think they attack your homeworld until the late game to prevent games from ending to fast...

Try upping the game speed options, resources and research so the AI gets the benefit from those.
