Those sound like good ideas. I would love for EA to forget about realistic physics and focus more on realistic tuning. Things like rims diameter, tire profile, exhaust tubing size, and other small things. I would also love to see weight reduction return in the form of us being able to view the interior and choose what things to take out. That way everyone's cars will be different. Now most people's cars perform basically the same by just installing level 4 parts. Except of course tuning but many people have no clue how to do that anyways.

the thing to see the interior and strip out what you want sounds like Legal Street Racing Redline....in this game you could strip a car out of everything and assemble it back again...though it's easier to disassemble than assemble
and if could make your car according to your own idea...for example i want my car's body elements all to be of carbon fibre or other material (i mean those than can be taken off like doors, hoods, spoilers etc.)

By flasy garb I mean neon,carbon bodykits,wing doors,split hoods,colored nitro purge,and hydraulics.

That wasn't what was wrong with UG2, the star rating system was what was wrong. That stupid thing meant you had to put more expensive parts on your car even though they were way uglier. If they never had that rating system then it would have been fine since you wouldn't have to install all those parts you don't want to.
