Cortana being called "smart" means that she is able to learn and adapt beyond her basic parameters.

All this at a cost of a lifespan of seven years, eventually, Cortana will "Think herself to death." As they said in Halo: First Strike.

There's one on Guardian. It's in a room with three doorways, one leading to the area with the shotgun, and one to the area with the gravity hammer (I think). There are two little places on each side of the lift that you can drop down to the lower level. The top level has one huge doorway that leads to a platform that you jump off of to get to the middle of the map or drop down to the lower level.
