Quit building? I refuse to believe the makers just made them for viewing purposes. If doing them manually is more easier than they are a waste of space in the game. Got to be a easier way to get citizens in the thing.

Just build them above the shops. When people are ready to move out of the plain houses, they don't ask anymore where to move, they just pick the closest one to their workplace. Remember that they wont pick one that's too far and then you have to point the place out by yourselves.
If you don't get it, try it out by testing. That's how I got it. Happy housing ^^

It looks like it has been a while since your original post, but as I have only started with this game in the last week, maybe I can put things into simple terms (even though I do teach classical Greek).
Firt of all, yes you can get the finsula as an automatic house style, but cannot be used in the same way that you would use the initial stage hut. These finsulas are best used when you place them over an existing shop or similar sized worker (butcher, baker, glass maker). It then takes on the normal qualities of a small finsula and, as such, can be upgraded with the right facilities that the property needs.
If you try to use the finsula as a normal accommodation type this will not work, and no workers will inhabit it, as it is only half of a full building. I do hope this helps, and I have kept it strictly non-Greek.

there's no way they can just start in such a high house!
