I think so.You dont have to finish the game on all difficulties to unlock the cheats. When you finish the game on any difficulty,you will only unlock cheats if you have enough intels:5.10.15.30

u dont have to find the intels.... this repuires a little editing.... if u are worried, just backup the file before editing...First, go to ur cod 4 dicectory, and look for your player profile.(C:\Program Files\Activision\Call of Duty 4 - Modern Warfare\players\profiles).LOOK for the file config.cfg. Open it with notepad< and look for the line... seta cheat_points ...following it is the number of intel u have.just change it to 30 or any no. u want,and save... start your game and u will have 30 intel pieces...
