You can find him at the start when you get to the building where Alyx first contacts Eli at the White Forest base. While she climbs up one set of shelves and plays around with the electricals (dropping the power cable you have to plug in), crouch down and have a look underneath the shelves on the opposite wall. You'll find the gnome lying there near the door.

Be warned though that it is extremely tedious trying to transport him in the car - he falls out with the slightest movement. It's not as big a deal with cheats of course, but it does take a long time.
