its the big building with the door between the Celedon Pokemon Center and the Celedon Department Store

Right Im in this siplh building on the 5th floor and i cnt get by the rocket man to get the ball with the card in cos everytime i go past him i go in the telport thingy..and i have beaten him in a fight..help x x x

I think I know where you are

What you do is step onto the teleporter and it takes you to another room, then in that room step back onto the one you just came from and you'll teleport back to the fifth floor but you'll be standing on the teleport pad, you can then move off the pad and get the card

After you beat Articuno, make your way to the previous room, and climb the ladder in the far south-east. Now climb the other ladders until you get to the top floor. Exit, and you should be at the other side of Seafoam Islands; the side adjacent to the one you entered. Surf to your west to find Cinnabar Island.
