Okay well you could just wait until a guard approaches you about it and select the 'pay fine' option, or if you have started missions with the thievs guild you could go to the guy you first did your missions for, and pay him half to get the bounty gone, either way will work, but i think it's because you are already a full vampire.

If you contract Porphyric Hemophilia but don't want to be a Vampire, go to a chapel and pray within 3 days; After that you become a Vampire. If you are too evil for the altar to work, Alchemy shops often have cure disease potions for sale (or on counters to be stolen). Personally, I think you're missing out. If you do become a Vampire, speak with Raminus Pollus at the Arcane University, who will direct you to Count Janus Hassildor of Skingrad (hard to find without an appointment and all), who, in turn, will send you on a long, arduous quest to rid yourself of Vampirism. Alternately, if you have the Vile Lair plugin, get the Purgeblood salts in Deepscorn Cloister and activate the Font of Renewal. Hope this helps.
