Are you sure he didn't use a modding chip, I've heard of people getting a modding chip and getting a 'Golden Warthog' so why can't it make this statue in the waterfall?
BTW, do you have to use a sniper rifle, can't you get a SMG and do it? It'd probably take less time.

no no no, no mods or anything...and you have to be at the top tunnel/river thing that leads to the waterfall and you need a sniper rifle and full zoom to see it, i just dont know exactly where in the river/tunnel it is
