Grass-because, now-a-days, most water pokemon have two types such as Quagsire. Majority of the two-typed water pokemon's second type is ground, or something similar, and grass is strong against both water and ground, when and electrical attack wouldn't effect a foe such as Quagsire.

Grass, because first Water moves arent affective on Grass type pokemon, also I believe that there is a bigger and better verity of Grass moves more than Electric movies so that should be better on Water pokemon.
