Yes im guessing just like with all of the previous games, you have to play your way through the stroy missions to gain access to the other islands, and if you are still stuck here are some guides you can check out:

ya you just have to do missions, it take quite a few missions to get form los santos to san fierro, but once you get there it doesnt take long to get to las venturas
