You can't.
You have to either create a new gamer profile or delete your memory.

Well thats a little annoying, what if there are achievements you haven't yet unlocked, whats the piont, thats just sad to say the least .......phew it's all off my chest im happ again

You have the option to kind of start the game over.
You can just enter the game with all your stats with the gangs on or off, which allows you to complete all the achievements.

Yea i just completed, should there be an option of on/off, blcause it would be a little boring if crime was just off all the time. BTW is it possible to fight the gang leaders again.

If you've recived the latest XBL patch then you should have the option to "resurect gang leaders"

No, you don't need XBL.
That's what the Time Trials are for.
That's also how you get the achievement of completing every mission in co-op.
