the stiker slap is a glitch but it works there is another way to open the fence but i dont know it

look, go to one of those movie rentle places that still rent ps1 games, then look for tony hawk underground 2 cuz its bound to be there. then take it home, and dig in your coubourd for your old batterd ps1 with its 400 useless cables then try and get to the second last stage (frikin hard) and it will tell you how to do it.
