I just downloaded shivering isles and it is not working and it makes me reallt made how it took 3 hours to download AND cost me 2,400 microsoft points! Anyone know what this is about? Thanks

Good question, as it applies to both the Xbox and PC versions. You have to play the game for approx. 24 hours after installing the mod... after which the game will give you a popup like "I've heard in rumors..." or "rumor has it...".
Please note, these are REAL hours, not game hours. You can't 'wait' it out in the game, you have to wait it out in the real world... honestly? I think that the move on the dev's part was just a way to really **** off the gamers.

Umm... What?! I just fast travelled far enough for a day to expire in the game world and then it started. Here's the important part of the instructions from the game packaging:
After 1 day you will get a quest message providing you information about the Shivering Isles content. You can either fast travel far enough for a day to expire, or simply wait a day. If you are rolling a new character, you must exit character generation first before allowing a day to expire. Your quest journal will add a quest target pointing to where you can experience Shivering Isles.

I didn't get the quest until I'd actually swam all the way to the island east of Bravil and was about to walk through the door itself. Only then did I get the quest pop-up.
