I turned aging off for my sim Freddie Kruger (lol), but when I adopted a baby, he couldn't grow either. Is there a way to stop my mother from aging, but not her children? I just don't want her to be an elder. Please help. Thanks.

Not that I know of. You can enter the cheat 'boolprop testingcheatsenabled true', hold shift and click ya sim and then choose Set to Birthday.
So, what you can do is put aging off, and when you think it is time for one of your sims to age, use the cheat to set it to their birthday and then make them grow up.

Even though what ur-backyard suggested is probably the best way to do things, there's this really need application you can download into the same that give you COMPLETE control over just about every aspect of yours sims while you're in gameplay.
It's called the inSIMenator, and you can download it from modthesims2.com
I originally got it because I wanted all my men to get abducted by aliens, but it does a ton of other things too (aging individual sims for example). Whatever floats your boat
